Auxiliary Knowledge
Base
The Coast Guard Office of
Auxiliary (CG-3PCX) receives and replies to many questions about
Auxiliary policies every week. To inform Auxiliarists of some of the
most frequently asked questions, especially those which are not
necessarily or easily found in Auxiliary manuals or Coast Guard
instructions, the Office of Auxiliary has created the
Auxiliary Knowledge Base. The
purpose is to keep Auxiliarists as well as all other interested
parties abreast of current developments, policies, manuals, etc. All
information contained therein and linked is official policy and

Security Clearance Requirements for Auxiliarists Scaled
Back
AlCOAST 231/06 has liberalized the PSI requirements by drastically
reducing the number of categories where the full NAC/LC security
check is mandated.
Prior to the
ALCOAST, there were no less than 32 categories of people who
were required to submit a Direct Operational (DO) PSI package.
There are now only four categories of Auxiliarists who are
defined as DO (all other Auxiliarists shall require a favorable
OS PSI):
a. Auxiliarists who participate in air operations
(specifically, this means all five aviation qualifications –
Aircraft Commander, First Pilot, Second Pilot, Air Crewmember, Air
Observer);
b. Auxiliary elected officers as required by Appendix D of
the Auxiliary Manual;
c. Auxiliary staff officers as determined by active duty
operational commander, Director of Auxiliary, or Chief Director of
Auxiliary (CHDIRAUX specifies that all Auxiliary fingerprint
technicians remain DO); and
d. As directed by a Coast Guard command authority for any
Auxiliarist who, due to the nature of the support they provide, has
a clear, articulable, and recurring need for a security clearance
(e.g. – an Auxiliary comms watchstander whose duties require access
to and handling of classified material along with commensurate
need-to-know).

Recreational Boating Safety Visitation Program Manual
The new RBS Visitation Program manual has been received at the
Auxiliary National Supply Center. In order to expedite delivery of
the new manuals, copies will be sent directly to each Flotilla
Commander as follows: One copy for each currently certified Program
Visitor plus four copies for trainees. In the future, additional
copies may be ordered as required by either the Flotilla Commander
or the Flotilla’s Staff Officer for Materials. For more information

USCG Barque Eagle Auxiliary Crew Augmentation Program. As
the Coast Guard's afloat training platform, the
USCG Barque Eagle (WIX-327) "Americas Tall Ship"
is seeking volunteer instructors, safety supervisors and mentors for
up to 150 Cadets or Officer Candidates for its crew augmentation

Auxiliary Flare Shoots. The
Coast Guard Auxiliary can no longer expend commercial pyrotechnics
(expired or current) at public demonstrations. Our members also can
not receive expired pyro from anyone. Active duty personnel can
provide pyro training to our members but they cannot use expired
pyro. The bottom line is: No expired pyrotechnics are to be used
by anyone and the Auxiliary can no longer do public pyro
demonstrations. We will need to find a way for our members to
dispose of their own expired pyro. Any ideas please let the OTO

National V Department website. The 2006 Workshops for VE and PV
are not mandatory for 2006 but we encourage all members to attend

2006 Operations Workshop.
The 2006 Operations Workshop
is now available from the Department of Operations. This
important workshop is for boat crew, coxswain, marine safety,
communications, and/or any member involved in an underway
activity. This workshop reemphasizes the Team Coordination
Training (TCT) concepts of planning, leadership, and
communication. The workshop includes a one hour PowerPoint
presentation with an interactive sea story to refresh underway
responsibilities.

Beginning in January 2006 the Flotilla Newsletter will be published
quarterly, and will be posted on the web site in lieu of
distribution by US Mail. Upon posting, an email message will be sent
to each flotilla member with a valid email address on file. This
email will contain a direct Internet link to the newsletter.

The new Auxiliary Aviation Training Manual COMDTINST M16798.5B is

AUXILIARY
OPERATIONS POLO SHIRT AVAILABLE
1. The Auxiliary Operations Polo
Shirt is now available for ordering through the
Auxiliary Center (AUXCEN). All orders must be processed
through AUXCEN to ensure continuity.
2. The Auxiliary Operations Polo Shirt is an
alternative to the Coast Guard Working Blue Uniform
Shirt and the Operational Dress Uniform (ODU) Shirt,
including cases when worn as a hot weather outfit. No
logo, patches, insignia, nametapes, nor nametags of any
type may be worn on the polo shirt. Only the embroidery
prescribed below is authorized.
3. Appearance: The Auxiliary Operations Polo Shirt
has USCG AUXILIARY embroidered in white on the left
front side, and the Auxiliarist's LAST NAME embroidered
in white on the right front side. The shirt is dark
blue, has no pockets, and is made of 100% combed cotton.
4. Costs: Sizes small (SM) through extra large (XL)
cost $32.50 each. Double extra large (XXL) cost $35.00
each. Triple extra large (XXXL) cost $38.00 each. The
quantity of shirts ordered will determine the shipping
and handling fees.
5. Placing Orders: The embroidery vendor will send
shipments directly to the shipping address using
UPS...so a shipping street address is required for
delivery (i.e. - do not provide a post office box
address). You may order the Auxiliary Operations Polo
Shirt directly from the AUXCEN using the special
Operations Polo Shirt Order Form, a copy of which is
available for downloading from the AUXCEN web site

. You can also send an e-mail request for an electronic
copy of the form to auxcen@sbcglobal.net. (If you
request the form by e-mail, please ensure that you
include your District and Flotilla number as well as

then either:
a. mail it along with your check, money order or
VISA/MasterCard information completed to:

Operations Policy Manual
--
We are pleased to announce that the Auxiliary Operations
Policy Manual (COMDTINST M16798.3E) has been posted to the CG
Directives System. It can be downloaded directly from:
http://www.uscg.mil/ccs/cit/cim/directives/CIM/CIM_16798_3E.pdf.
(All 342 pages of it!) This version contains many updates
and changes from the previous version, and is in effect as of
April 5, 2005. The manual will be distributed on a CD to all
operational members, but the printing and distribution time
frame has not been announced. We will bring you all the details
as soon as they are available! If you have any questions,
please refer them to the appropriate Operations Program manager
(Division Chiefs for Aids to Navigation, Aviation, Surface Ops
and Telecommunications) via the email address listed in the
e-Directory.

NEW "AUXMAN" (AUXILIARY
MANUAL) POSTED --
The new Auxiliary manual has
been released for posting. Members may download or view the new AUXMAN
from the Chief Directors website, by clicking on Aux manual. Members
with questions or concerns with the new manual should use the chain of
leadership and communication to answers or querries. The new manual
replaces all previous versions and changes to those versions.
