Security Clearance Requirements for Auxiliarists Scaled Back


APRIL 21, 2006: AlCOAST 231/06 has liberalized the PSI requirements by drastically reducing the number of categories where the full NAC/LC security check is mandated.

Prior to the ALCOAST, there were no less than 32 categories of people who were required to submit a Direct Operational (DO) PSI package.  There are now only four categories of Auxiliarists who are defined as DO (all other Auxiliarists shall require a favorable OS PSI): 
a.  Auxiliarists who participate in air operations (specifically, this means all five aviation qualifications – Aircraft Commander, First Pilot, Second Pilot, Air Crewmember, Air Observer); 
b.  Auxiliary elected officers as required by Appendix D of the Auxiliary Manual; 
c.  Auxiliary staff officers as determined by active duty operational commander, Director of Auxiliary, or Chief Director of Auxiliary (CHDIRAUX specifies that all Auxiliary fingerprint technicians remain DO); and            
d.  As directed by a Coast Guard command authority for any Auxiliarist who, due to the nature of the support they provide, has a clear, articulable, and recurring need for a security clearance (e.g. – an Auxiliary comms watchstander whose duties require access to and handling of classified material along with commensurate need-to-know).

Current members who do not have a security package accepted by DIRAUX by 1 November 2006,
will be disenrolled from the USCG Auxiliary.

EXCERPT FROM ALCOAST 550/03

"AUXILIARISTS INVOLVED IN "DIRECT OPERATIONAL" ACTIVITIES SHALL SUBMIT THE DOCUMENTS NEEDED TO COMPLETE A BACKGROUND CHECK EQUIVALENT TO THAT PRESENTLY REQUIRED TO BE ELIGIBLE FOR A SECRET CLEARANCE (I.E. A NATIONAL AGENCY CHECK WITH LAW AND CREDIT (NACLC)). THE RESULTING BACKGROUND INFORMATION SHALL BE EVALUATED ACCORDING TO CRITERIA ASSOCIATED WITH CLASSIFIED ACCESS.

AUXILIARISTS INVOLVED IN "OPERATIONAL SUPPORT" MUST UNDERGO A FINGERPRINT CHECK TO VERIFY DATA PROVIDED ON THE AUXILIARY ENROLLMENT APPLICATION FORM.

RESULTS OF THE CG PROCESS WILL BE INCORPORATED IN TO THE COAST GUARDS SECURITY CENTER (SECCEN) PERSONNEL SECURITY SUITABILITY DATABASE AND ENTERED INTO AUXDATA BY SECCEN PERSONNEL. VISIBLITY WILL BE LIMITED TO DHS AND THE FEDERAL OFFICE OF PERSONNEL MANAGEMENT ON A NEED TO KNOW BASIS ONLY. AUXILIARISTS SHALL ONLY KNOW THAT THE RESULTS WERE FAVORABLE OR UNFAVORABLE. NO SPECIFIC OR PERSONAL DATA SHALL BE DISCLOSED TO OTHER MEMBERS OF THE AUXILIARY."
